The Morporkian Civil Liberties Union (MCLU)

Chaotic scene outside a cheese shop disguised as an MCLU basement entrance. A dwarf, a troll, and a vampire argue heatedly. From a second-floor window, a human throws pamphlets towards passersby, the papers drifting like leaves.

Founded: 1992 (or possibly 1382). The Ankh-Morpork calendar is confusing, and honestly, dates are just another form of surveillance.

Legal Status: Registered as a “Guild of Moral Concern” under the Miscellaneous Guilds Act. Tax-exempt because we have no money.

A cold case is one somebody has already settled. A regulator ruled, or a statute passed, or a court said plainly what the answer was. They are still worth an afternoon, because the reasoning transfers and because a room that has argued its way to a conclusion remembers it better than a room that was handed one. They also end. There is some comfort in that.

The current ones have no such backstop. Nobody has ruled. In several of them it is not obvious what a ruling would even say, or who it would be addressed to. Those are the files we are actually interested in.

Cold cases
